Really Mech?!?! Your writing the story... that's the best. Your basically saying that the only competent people are bureaucrats. If they were competent, they would be running there own company and making truck loads of money.. Then that is saying that there are no competent companies or skilled labor in all of Canada that can actually do the work...

You could go with this premise that the company did a comprehensive study to find that current process/Methods and training were found to be inadequate. As a result the company has set out to improve process, increase training and made an effort to recruit highly skilled talent to fill gaps in the current staff.

Me thinks you were a dictator in a failed state in a past life.

the decisions where already made.
The defence company's will perform only maintenance of existing units, and modifications of ones bought off the shelf.
The ministry of education will handle the labour and trades board to help bring good workers into the defence industry, though a long and slow screening process to ensure that only the best qualified could work in the field.

it was announced that after nearly a week of reorganization and Updates the Great R&D Crash of 2026 could finally be over.
now its a slow process of getting new projects started again. applications for new ideas and innovative inventions must be sent to the Project evaluation committee first to get started, then if approved will go though the new process with the R&D department before finally sent to the company selected for the task of producing it, that will hopefully end with success this time.

in a formal ceremony, the RCAF is officially retiring the C-130 Hercules, and the C-17 Globemaster aircraft as the transport squadrons are replacing them with the Airbus A400M and the C-295 Kingfisher Transport. both new aircraft are expected to be in service this summer.

Ok, one question......How are you going to compensate for the loss in capability? At the very least you've reduced the total amount of payload you can lift. The A400 and the C-295 are smaller cargo planes.

The A400 can carry Heavy vehicles. But limited to the LAV 3 and 6s. May have to increase the transport squadron size to compensate for the total lift capacity,
The tanks will have to be loaded ether on to cargo ships or the navy’s future Mistral class LHAs.

Its not about what vehicles it can carry, while that is important, its about the ability to support them. IF you are going to airlift vehicles and men into area, you need to ensure that you can supply them. That is, in part, why they cancelled the Booker. Because they could not carry everything they need in a C-17 both in supplies and vehicles.. If you increase the amount of lesser capable aircraft, in the end, what problem are you solving.. More planes mean more operating cost and more crews. The C-17 is such a good aircraft that many nations realized too late that they needed a few, at the very least. So much so, that you can now find articles talking about Boeing considering restarting the line. I could see a need to fill in some operational gap that those aircraft are better suited for.. but to retire the C-17 and C-130 seems odd. But hey, its your world..

due to the future the RCN is seeing from the ROD, and Karmanaskis with their dishonourable Unmanned Surface Vessels . They contracted Fairmile Marine New Canada to modernize the Beach comber squadrons MTB fleet to not only keep them relevant but to act as USV chasers.

the reason for both aircraft's retirement is due to recent shift by the NC military to rely on European made equipment for the foreseeable future.

no those are just water bases as these GHQ PT boats are very small in 1/2400 scale.

Oh, okay, my mistake. Then consider a base that is thin, or thinner, less thick….

The NC Governments Project Evaluation Committee, is looking at its first proposal sent in from a new company called Alion New Canada that they hope will give the RCN a proper Next Generation Warship intended to replace both older ships and the low cost vessels just like before. Based on the Dutch De Zeven Provinciën Class, it will be modified to suite the current RCN's range of weapons. The Committe will review the blue prints in great detail with the Defence Procurement Agency, to determine if its design is feasible for the Seaspan shipyards to build it, as they do not want another Type 26 like Disaster. The committee will comeback with an answer in 7 months time.

Another though off the shelf proposal is to convert some large Cargo ships into long range motherships for small manned patrol boats to help protect and screen the RCN fleet from these new Unmanned Surface Vessels other countries navys are using.
